You'll need a Certificate of Eligibility (COE) and to meet occupancy and property requirements. Funding fees may apply but can often be financed, and are meaningfully lower for IRRRL refinances. If you already have a VA loan, an IRRRL can lower your rate or payment with reduced documentation and, in most cases, no new appraisal.
